Police vehicles “blocked” the High Street in Bedford after officers were called to clear a group of drinkers from a pub.
Officers entered The Bear to move a number of men who refused to leave after last orders were called.
An eyewitness estimated more than 12 police vehicles were in the High Street for about two hours.
He added: “At one point, there was in excess of 20 officers.”
A Bedfordshire Police spokesman said a “large number” of officers attended incident on Monday, August 25.
He said: “The pub called the police after a large group of men refused to leave the pub at closing time.
“The officers spoke to the group and all parties left after a while. There were no arrests.”
