Bedfordshire and Luton Fire and Rescue Authority has improved its performance rating from weak to fair.
That is according to a report released this week by the Independent Audit Commission, the industry watchdog that inspected the authority in June this year.
Following the inspection, the commission concluded that the authority's strengths include its focus on fire prevention and response and its good involvement with the community, as well as stating that it has the right financial and management capacity in place for further improvement.
But the commission also suggested that the authority could show greater clarity about what it is trying to achieve, improve its targeting of activity and develop its performance management.
Nigel Smith, senior manager of the Audit Commission, said: "Bedfordshire and Luton Fire and Rescue Authority has improved significantly since its last assessment in 2005.
"It is committed to improving the safety of people living, working and visiting Bedfordshire and Luton.
"This is supported by a sustained approach to service improvement in many areas. Well-regarded leadership and staff development puts the authority in a good position to improve further.
"The authority recognises there is more to do and is working well with partners to address the challenges ahead."
